Scaleplus


PLEASE NOTE: From 1 January 2005 all new primary and subordinate legislation that is made will be published on ComLaw/Federal Register of Legislative Instruments as relevant, not to SCALEplus. However, SCALEplus will continue to be available to users until all relevant material, including historical material, is migrated to ComLaw. Until this process is complete, you may need to visit SCALEplus in order to access the contents of: all historical databases, Statutory Rules that are not in force, and the legislation of the non-self-governing Territories.
Comlaw

ComLaw is the legal information retrieval system owned by the Australian Attorney-General's Department. ComLaw is an integral part of the Australian Law Online initiative to bring low or no-cost access to the law for the community. Supersedes ScalePlus. It does not contain case law. All files are available in PDF, HTML and RTF formats. The search feature is cumbersome and not very user friendly, however, it becomes easy with familiarity.

Contains all Australian Commonwealth and States bills and legislation.
Easy to search, supports all the usual database features eg phrase searching, Boolean.

A most excellent and useful feature is the Subject index of principal Australian legislation. Not sure which is the most relevant act? Just click on the broad category.

Main disadvantage: Copies of legislation and regulations are in PDF format with no HTML links to the different sections.

ANSTAT ANSTAT covers legislation of the STATE and COMMONWEALTH.
Commonwealth legislation is available on the Free Legislation section which links to the LAWLEX website.
Search facility for the Free Legislation section is extremely limited and all acts are PDF format with no HTML links to the different sections.

There are three sections:

Parliamentary Documents: Contains access to Bills, Hansard and other documents from the Legislative Assembly and Legislative Council.

The Statute Book contains all the Acts and Statutory Rules of the State of Victoria, enacted or made after 1 January 1996. You can select to list Acts or Statutory Rules by title or number (if you know what year it was made), or enter specific search criteria to identify the Act or Statutory Rule you wish to view. If you need to view the latest version of a Principal Act or Statutory Rule (ie including all operative amendments), select the Act from the "Law Today" tab. The Statute Book only contains the version as at the day it was passed.
The end result is a PDF file of the Act.

Law today: contains Versions of all the Principal Public Acts and Principal Statutory Rules of Victoria. Use the Law Today if you need to see the latest version of an Act or Statutory Rule. The repository was launched on 1 July, 1997 containing consolidated Versions of 287 Principal Public Acts, being the most important and heavily amended Principal Public Acts. Versions of all other Principal Public Acts and Principal Statutory Rules have been progressively added to the repository. On average, there are about 530 Principal Public Acts in force in Victoria at any time. Since 1984 when legislation providing for automatic sunsetting of regulations came into operation, the number of Principal Statutory Rules in force in Victoria has been falling, but on average there are about 480 Principal Statutory Rules in force at any time

The parliament of Australia website has a section called BillsNet which has proposed bills, proposed amendments and explanatory memoranda.
Victorian Bills

This is an excellent site for tracking Victorian Bills from the time they are introduced to the time they are assented. The website is the Premier’s department and form the main page, select Parliamentary Documents.

Legal related sites

The Attorney-General’s department provides expert advice to the government on the maintenance and improvement of the Australian system of law and justice. The site provides links to current issues and news, Gazettes, and databases and subject gateways such as ComLaw, Scaleplus, Family Law, and Australian Law Online. There are online user guides for these databases. The site also provides links to the State and Territory government departments responsible for safety, law and justice, and State-based law portals.
Good search engine allows you to search the website, there are links to Australia Law Online.
Australian Customs Service Information about Australian Customs.
Australian Guide to Legal Citation The AGLC provides Australia with a uniform system of legal citation and outlines established citation practices and indicates preferred approaches where no particular approach has been widely adopted. It is designed for academics, legal practitioners, law students and the judiciary, and is a valuable tool for legal writing and research.
The Australian Institute of Criminology Provides information about crime in Australia including statistics, research, publications, etc.
Australian Law Online

The Attorney-General's Department has been designated the lead agency for the law and justice portal, which is known as Australian Law Online.

Australian Law Online provides access to law and justice related information and services from all levels of government. The objective of this site is to provide Australians with ready access to clear, understandable, user-friendly information about the Australian legal system and the government organisations that are part of the Australian legal system.

Australian Law Online operates primarily as a gateway or 'signpost'. It directs users to law and justice related information and services that are provided by government and selected non-government organisations.
Its audience is the public and therefore operates similar to the Law Handbook, in trying to simplify the law and make it accessible to the general public.

Good search facility.
Fitzroy Legal Service Provides information about Australian law including legislation and case law, community reports and links to related topics including police, criminology, etc.
FindLaw FindLaw is a free legal information service containing information for legal professionals, students, business people, and members of the public. Includes a useful “Find a lawyer” facility.

The most popular use of FindLaw is to find information about legal issues that regularly affect business people and members of the public. Updated by a legal publishing firm and is very similar to the Victorian Law Handbook in terns of the type of information, language and audience. It does have a section for students and legal practitioners as well.

Law Institute of Victoria The Law Institute of Victoria is the professional association for Victorian solicitors and includes a public access area.
Law Internet Resources Provides links to law resources on the Internet including Australian law, NZ law, UK law, international law, environmental law, privacy, etc.

The Victorian Law Reform Commission

The Victorian Law Reform Commission (VLRC) was established under the Victorian Law Reform Commission Act 2000 as a central agency for developing law reform in Victoria.

The Law Reform Commission publishes a variety of publications and resources that are all available free online. These publications include information about our organisation and community legal information resources related to the areas of law we are reviewing. Sometimes, these resources may be produced in conjunction with other agencies.

An initial discussion paper which identifies the key issues is produced and is intended to foster debate. Then a final report with recommendations is produced.

Victorian Legal Aid Users of this website will be able to find legal information, access legal aid guidelines, application forms and participate in online surveys.
Weblaw

WebLaw is a cooperative subject gateway to Internet resources for Australian legal researchers. It is a distributed cataloging system, based on a central database model. Law librarians from the participating organisations have taken responsibility for a particular subject area or areas and provide annotated records for quality Internet legal resources in this area.
Worldwide Sites
American Law Sources Provides a comprehensive, uniform, and useful compilation of links to freely accessible online sources of law for the United States, Canada, and Mexico. This site contains additional links to sources of commentary and practice aids that are available without charge (or available at a reasonable charge) from governmental and nonprofit providers.
American Society of Criminology The American Society of Criminology is an international  organisation concerned with criminology, embracing scholarly, scientific, and professional knowledge concerning the etiology, prevention, control and treatment of crime and delinquency. 
Bar Council The Bar Council is the regulatory and representative body for barristers in England and Wales. It deals with  qualification and conduct rules governing barristers and those wishing to become barristers, as well as complaints against barristers. It also puts the Bar's view on matters of concern about the legal system and acts as a source of information about the Bar.  This site contains information for a diverse audience, there is information here for everyone.
British and Irish Association of Law Librarians and information site The British and Irish Association of Law Librarians (BIALL) is an independent and self-supporting body created to represent the interests of legal information professionals, documentalists and other suppliers of legal literature and reference materials in the United Kingdom and the Republic of Ireland. Their links page looks very useful.
Equality and Human Rights Commission The Equality and Human Rights Commission is a publicly funded, non-governmental body set up under the Race Relations Act 1976 to tackle racial discrimination and promote racial equality.  It works in both the public and private sectors to encourage fair treatment and to promote equal opportunities for everyone, regardless of their race, colour, nationality, or national or ethnic origin.
Delia Venables - subscription site, but gives free legal sites Legal Resources in the UK and Ireland, useful for comparison with Australian resources.
Institute of Advanced Legal Studies The University of London's School of Advanced Study, Institute of Advanced Legal Studies' electronic access to global legal information. Another useful search site for legal information.
The Law Commission for England and Wales The Library contains executive summaries and the full texts of all our recent reports and consultation papers, which you can browse and/or download.
Law Society Gazette News, features, opinions and law reports on UK law.
Law Society UK The Law Society is the professional body for solicitors in England and Wales. It serves society by working to improve access to the law. Services and support for solicitors are also provided. The Law Society sets the standards that underpin the profession's reputation as the best independent professional advisers.
National Criminal Justice Reference Service (NCJRS) Abstracts Database The NCJRS (USA) allows access to summaries of more than 160,000 criminal justice publications and more than 1,500 full-text publications, many of which can be read and copied.
World Law sites Legal Resources selected and annotated by the Inner Temple Library. Access is provided to UK, European, Commonwealth and other legal sites, together with an alphabetical index.
WorldLii WorldLii is similar to Austlii but on a worldwide scale. WorldLii provides free access to 865 legal databases from 123 countries and territories.
Yahoo - Crime Links to resources relating to crime including law enforcement, criminal justice, death penalty, crime prevention, etc.
